I know that it's taken as read that if faced with a choice of Arsenal, Chelsea or us, he'd obviously plump for the a Prem team but I'm not wholly convinced. They'd be favourites but put yourself in his shoes. He could join a PL team, spend most of the time bench-warming but come on for 10 or 15 minutes now and then, playing against the best-defenders in the country. He'd have no serious game time, have to adapt to new league and culture knowing that every mistake would be scrutinised.
Or, he could join a second-tier team, be a confirmed starter against second-rate defenders and with no big media presence criticising every flaw. He could adjust to English football away from the spotlight and, if he fitted in and did well, the probability of Prem football anyway. And if he didn't fit in, then he could go somewhere else with head held high.
Of course, short term the PL is best but if he took a longer view, he might plump for us. I'm not saying he will, of course, but at least there's an argument for us

Mascherano and Tevez? Near World class players going to lower half prem team. Worshipped there.
CMS was apparently wanted by Prem clubs and Zamora said he had some bigger offers but wanted to come to Brighton.
I don't follow enough clubs to know other examples but Austin, Rhodes and McCormack were all tipped as potential PL players but signed for Champ clubs - don't know if anyone put in an offer though.
I did say that in a race between C and PL clubs, the PL would be clear favourite but that a case could be made for going lower.

No. And Owen was pretty much the only one ever. Anyone suggesting we sign players on a pay per play deal is a clueless nimrod.
