Yeah some clubs would work like that but I just don't think they are that... deep.

Paulo Fonseca had hype around him in the summer so they tried to go for him (because they were always going with some sort of latino since they were seen as boring under Moyes). Now Fonseca just got sacked and won't have any hype so they might not even look in that direction. Or they could.

In the summer they signed plenty of decent players but they're all random and suited for different kinds of football. If you want to play "entertaining, attacking" football, why would you sign Wan-Bissaka as right back? If you want to dominate games, why sign a poacher like Fullkrug instead of a more complete forward?

They don't know what they're doing and I could see quite a few coaches being turned off by that.

If they were in a real relegation battle I'd put my money on David Moyes coming back. As it stands they'll just go with some random manager featuring in the news headlines.
Good analysis.

It is why we always talk about 'got wet sham and Everton written all over it' whenever a player move is discussed.

Although perhaps Everton may become different gravy now they have new owners. Boo.

They’ve got (misfiring) Fullkrug??
It's a little harsh to call him 'misfiring'. He was injured (playing, and scoring, for Germany) for all of their September - November games, so has only played 278 PL minutes so far this season, scoring once and assisting once.

Although to be fair, he's been one of the few West Ham players to have done himself justice this season. As you quite rightly say, it's like they buy players because they think "Oooh, he's good" without the faintest consideration for how that individual will fit into their existing squad or footballing strategy.

They will do the same with their next manager: attempt to sign somebody sought-after and fashionable who they have no chance of getting but want to be able to give their fans the impression they're really going for it, then, when they get rejected (as Ruben Amorim did in the summer), they will ignore the man who quite clearly would be a great fit for them in Potter, and give the job to some big name retired midfielder who won his first five games in charge of somebody like Napoli or Villarreal then got quietly sacked four months later when they were knocked out of the Europa League by Legia Warsaw and sank to just above the relegation zone following eight defeats in 11.
