If you have another operating system, XP or Windows circa whatever, someone else will have to help.

its nothing to do with your operating system, Internet explorer has it, firefox or any other broswer dont have it. easiest is to just hold down ctrl and use the scroll to zoom in or out. or CTRL and + or - will zoom in and out.
