On one of the IAG Forums the replies seem to suggest it is a combination of playing games, time online etc.
Some get transfers after 5 games others 8.
I have only completed 4 and desperately need a couple of players as well!

iTS REALLY FRUSTRATING BIDDING FOR PLAYERS. The only way I have been able to secure signings is paying the max allowed fee with a house, bonus, car and 5 year contract.

I still think a good tip is buying old but cheap players (at least for a while).
