'It is too cold too snow' - What's that all about?

We're having a discussion about the phrase above and wonder if anyone can state exactly what it means when people say, 'It's soo cold too snow'. Dunnit snow in the mountains when it's like -15 and shit in Canada. One person thinks it's too do with a change in temperature and that sounds the most likely.

Anyone?

If the air cools to truly frigid Arctic temperatures such as -40 C and below then the moisture capacity of the air will be so low that likely not much snow can occur. Only at these extremely low temperatures is the phrase "it is too cold to snow" fairly valid.
Even in these conditions, snow is possible.

In this county in the winter, when it's very cold the weather feature necessary for it to snow is unlikely to form because it is often high pressure. When this occurs the phrase "too cold to snow" is sometimes heard.

Clearly it can't literally be too cold to snow, so I always take it to mean it's too cold for the necessary weather feature for it to snow to occur.

So....it's not that it's too cold for snow. It's that it's too cold for the right sort of snow.

A situation that Southern Railways (or whatever they call themselves today) have been exploiting for years.

Minus 30 degrees Celcius when I was in Northern Sweden 5 years ago and it snowed all the time!

When I lived in Aberdeenshire it was often as low as minus 15 (two winters as low as minus 19) and we had buckets of snow. Absolute humidity hols true, but try telling that to Eskimos!
