I didn’t find it offensive and I didn’t think it implied a merely supporting role for that nation - Kenyan pacemakers have typically been used to support their own runners and they’ve been fantastically successful over the years and the envy of most countries. That said, if you didn’t know that, then you might take a different view.It is clearly racist as there was no need to mention nationality and imply a merely supporting role for that nation.
I don't find it offensive, myself, but I suspect some would.
