That's partly my point - I presume he would rubber-stamp some of the deals (the big money ones) but otherwise there'll be a framework set for DB to work within - if there's a deal that may break that framework then it'd be a judgement call between DB, TB and (i assume) SH and PB.
Either way, the claim made (not by you) that "Based on this we cannot trust the current incumbert (Burke) who agreed these deals to spend any further money." is peculiar when he will know what boundaries to work within. I do concede that the people he has bought in within that framework have been mixed.
I accept that any deal outside the framework, you would have to seek the go ahead from the people who set that framework. I am struggling to think amongst this summers signings who that could be, other than possibly Baldock, for maybe his fee and wages.
