Where's the NSC server situated? Not US West Coast by any chance? And didn't we move servers last week? Cos our1730 is their 0930 or thereabouts. Looks very much like we might be sharing it with something that gets heavily used during the US working day. Or is that crazy talk?

Probably as that is when NSC is busiest in the evening, and its database thats causing the slowness, not internet connectivity
