For me its a disgrace they are in it and it really turns the event into a laughing stock.

how is the draw for the last 16 made TL? is it Winner of group A versus Runner Up group B etc?

I think it should be randomly drawn with the exception of playing the other qualifier from your own group. it would make it more interesting!
