Depends if you get lucky - Try searching for them on Google, Facebook, Linkedin, Skype- lots of people foolishly add their contact details to these sites

The more important question to the OP, is why you'd want to do this?

I think when you sign up for a phone contract you have to opt out if you don't want to be listed in the network's own directory listings. All the big networks have their own version of 118 118 and if you know the network of your intended victim you may get lucky when calling this network's directory service, to find out they haven't opted out of being listed
