To qualify as an HGP you need to have been registered with Welsh or English clubs for 36 months prior to your 21st birthday (or the end of the season in which you turn 21).

Towell was aged 24 when he first registered with an English club (ie Albion).

So theoretically you could be purchased from abroad as an 18 year old. Loaned out for 3 years but you would still count as a HGP?

Yes, assuming loan spell wasn't abroad.

Someone else posted that it was reported that PL clubs are no longer able to sign free agents and add them to the 25 man squad outside of transfer windows.

I was under the same impression as you that we could sign a free agent until someone mentioned that we couldn't. It's certainly a rule change for this season as West Ham signed Patrice Evra as a free agent and added him to their squad outside of the window last season.

As already covered elsewhere in this thread Towell doesn't qualify as a HGP, he came through the ranks at Celtic. To be home grown you need to have spent 36 months registered with a club associated with the FA or Welsh FA prior to your 21st Birthday. Towell was 24 when he joined us.

Ben White doesn't need to be named in the squad as he still qualifies as an Under 21. The only HGP we have on our books that isn't part of the current first team squad is Ben Barclay, who could be named to make the squad up to 25 if we wanted to.

The only HGP that MIGHT get named is Ben Barclay (as he is now too old to qualify as an U-21). White still qualifies as an U-21 so won't be in the named squad.
