the real question should be, why does the black culture adopt and retain such stupid "fashions". the suggestions offered (oversized prison fatigues or hadn-me-downs) are both poor things to wont to emulate.

is the wrong answer. while there have been many great black inspired music styles, the current street and rnb cultures are not cool. they wallow in being uneducated and poor, rather than aspirational; or they take it too far and idolise conspicous and gaudy material wealth.
