I'd guess that all grounds have this as part of their safety certificate. Just not all of them enforce it.

I remember reading that Charlton stewards confiscated newspapers from away fans.

2 years ago the stewards seemed to turn a blind eye to smoking in the corner near the turnstiles at the valley....which was fine by me

I was under the impression that any flag currently sold in this Country already has to be fire resistant under EU law?
