Well the character was born and lived in Sicily for quite a few years so i'd expect him to have had a thick Italian accent for authenticity.

Something tells me this "new" poster knows plenty about NSC, his manner and demeanor are too familiar, have you by chance been banned under another username old love? If you watch the film he was nine when he went to America. I don't think he'd have that much of a thick accent if he was only nine at the time he went.
