If Hargreaves has any sense in him whatsoever, he will tell Chelsea to f*** right off. He's well on the way to becoming established at England level now, and moving to a club where he'll be competing for places with the likes of Essien, Makelele and Geremi would be a bad mistake. Ask any old Shaun Wright-Phillips.
