In terms of acting Anthony Hopkins as Hannibal Lecter wins hands down. But as an actual villain it has to be Darth Vader. Dude blows up entire planets to find hidden bases, kills kids for fun, chokes his pregnant wife, kills his mentor/ father figure and tries to kill his son (before having a change of heart of course). If that doesn't make your top 3 then I don't know what will...
