I love these lists - they are begging us to say "Why isn't [obscure personal favourite] on this list??" Having said that, where are Cruiser's Creek by The Fall and Jacket Hangs by The Blue Aeroplanes?
Radiohead 'No Surprises' - does that have a 'riff' as such? If you'd asked me to pick a Radiohead tune for the list I'd have gone for 'Creep'.
Creep doesn't have a riff? It has chords. No Surprises shouldn't be included as the "riff" is on glockenspiel.
