How did they get your debit card details? And how / where from were you downloading these?

Why not? If he's not agreed to it, he can do an indemnity claim. Quite simple really, bank will just refund the money. As long as he's telling the truth, and I imagine he is.Hope you get some of the money back but I don't see it happening.
It could be that someone has obtained your card details and linked them to their Google play account.

From the small charges you mention and from what you've said, it sounds like you're talking about Google Play charges and very probably not related to your picture downloading activity. I don't own an Android phone but presumably you can access your Google Play account and see purchase history. If so, do the charges there tally with what you've seen from your bank.
I'd be changing my Google passwords if I were you.
