i dont believe it was a "guillotine" motion as debate had only just started, it was a strict programme to prevent Tory rebels talking the bill to death. such was the technicalities and procedures that mired the whole issue. Cameron couldnt get enough Tory votes for the bill as presented but was supporting it. bottom line is Labour block progress of the bill which they supported, presumably to create trouble for the coalition. why insist on more debating time when in agreement?

"The rebellion by the 91 Tory MPs failed to block the second reading of the bill which was passed after Ed Miliband instructed his MPs to give their backing. The bill was given a second reading by 462 votes to 124, a majority of 338, in one of the largest votes of the parliament"

The sole reason the bill failed was the size of the Tory rebellion. If the Tories had negotiated with the rebels and pushed through a compromise, the bill would have sailed through - it was a manifesto commitment by all three parties. But because Cameron is not a strong enough leader, he back out rather than deal with his own MPs

i'm pretty sure they are saying that. after 12 weeks you have to move to formal hours. the policy as stated in the manifesto will not address any exploitation, just this 12 week period. in those 12 weeks you can still apparently be barred from other work, required to turn up without promise of any work, at short notice, and have to accept wildly varying hours. in practice, in week 11 you'll be told you are no longer required. those that want to abuse the system will continue, those that benefit will be unable to.

What is being overlooked is the employee still has a choice to decide that after 12 weeks they can still stay on zero hours if it suits them. There will plenty of unscrupulous employers telling workers in week 11 they wont be needed to avoid offering a formal contract.

this is probably already the case, with the temps on zero hours. you're probably right on the costs, though there's other costs to weigh up like holiday and sick cover costs, which the exploitative employer used the zero hour contract in the first place.

end of the day this 12 week bit has come from nowhere while other identified issues are unrecognised in the policy. if you want to "ban exploitative zero hour contracts" why not actually do so, and from week 1. for such an issue they made into a such a big priority, the actual policy is an underwhelming fudge, im surprised supporters aren't asking where the rest of it is.

Because it's pointless. Most permanent employment contracts have a 3 month trial period built in, where a week's notice can be given either side.

Right to buy of HA stock will see the death knell of social housing. Housing Associations will be reticent to build new housing to replace units sold off under right to buy knowing that tenants in future will be able to buy after 5 years. There is more than meets the eye when you look into how the most valuable housing will be sold off once it becomes vacant because those existing tenants will be offered thousands of £££ to move out. If people are moaning now that property investors are making a mint out of the private rental market just wait until investors in the Far East see this as an opportunity to turn a quick buck from everyone who cannot afford to buy or fit the criteria for social housing.

yep me and the Mrs could not stop laughing .............but it is very serious as a lot will fall for this like last time, digging up one of thatchers old policies is laughable and if anyone watched Andrew Neil rip into truss the silly bint did'nt know what time it was

The funny thing is most people in Housing Association properties are either low waged, out of work or retired and all receiving housing benefits, you don't need to be a mathematical genius to wonder how these people are going to raise a deposit and afford to pay a mortgage on these properties, 35% discount or not.

I wonder if these idiots who are supporting this policy realise that they once they've bought their HA property housing benefit, council tax relief and any other means tested benefits will stop as well as them now being liable to pay for all repairs on their property ?

The only part of this policy the Tories are really interested in is selling off the top range council houses.
