Can someone help with this a bit as like a lot of people, I'm constantly confused by the change of rules and messages.
It's my other half's 40th at the end of the month and I've booked for 16 of our family from four different households to go to a large open plan restaurant where the four households were all going to be on separate tables. As I understand it now, although the restaurant will still be open and can have that many tables filled with people that don't know each other, I'm going to need to cancel?

I honestly assumed this was a joke post at first.
We're constantly being told that the Government is barely using half of it's testing capacity. So which is it?
The Government are lying. Plenty of examples this week of people not being able to book tests, being offered test centres hundreds of miles away, people getting to test centres and there being no tests left.
It’s a social gathering over 6. I think it’s quite clear that you will need to cancel.

Yes, but what I don't understand is why the restaurant can still be open and have the same number of people at exactly the same number of tables within the same proximity of each other?

From the sound of it you will need to cancel and each of the 4 different households will all need to book their own table individually. It's not 1 party of 16 but instead 4 parties of 4 (or whatever the numbers are).

Basically it is saying we have a full testing system up and running, but we don't really want too many people using it.
I am a scientist with a PhD and I do biomedical research (on drugs for treating one particular common disease). In my judgement, we should be testing 30-50% of the population weekly for Covid and quickly quarantining people who are positive (currently infected), with full financial and social support.
This means investing hugely in testing and in supporting.
That is costly but it would be far cheaper than the economic and social buggery that is happening as a consequency of HMG's actual 'strategy' and 'tactics'.
Testing is a joke, even if you are 'legally entitled' to it. And in my view a British citizen living abroad ought to be entitled to a test if they fly home. WTF? They have a vote and are entitled to state pension. How are they supposed to know they should go private if they need at test (actually, and that was my point, I don't think this is actually the case, and that [MENTION=6886]Bozza[/MENTION] and others are invoking a moral rather than legal objection).
HMG is doing everything now to save money. We are living in a 'house' that is falling apart and leaking 'money' from multiple broken windows, eaves and cracks in the wall. HMG is trying to sound calm as it asks some of us to plug a crack if they can possibly manage, while promising that broken window tests are available (call this number).

Further restrictions may well be needed, but if all credibility and trust in the government is gone, who is listening?

None of those apply - the poster was talking about him wanting to fly to Dubai and needed a test prior to travel.
He wasn't flying back to the UK.
Edit: also, as [MENTION=3462]Springal[/MENTION] said, my understanding is many territories would only accept a private test, taken very, very shortly before travel backed with a certificate. The NHS tests don't do this, because they are not designed to play to the whims of those who choose to travel.
That would suggest competence.... That doesn’t convince me.
Like I say- it is all a moot point because with the NHS tests you don't actually get a certificate that most countries want.
You get a text message or an email with the results, rather than a dated certificate. Plenty of examples of people having issues with this at borders of other countries.
