You seriously need to stop the growth into your garden. Bamboo is an invasive species and will otherwise take over your garden. Don’t feel sorry for your neighbours if they have planted it next to your fence as a barrier. Anything on your 50 % of the fence is fair game. Cut the shoots down to the roots and google a good weed killer to inject into the open shoots to kill the roots .

Planted some by my pond yrs ago and ended up digging it all out as it spread like wildfire and was forcing it's way through concrete, no wonder it was used as a form of torture in the 2nd world war with shoots being placed under fingernails as it grows so quickly

Got some bamboo coming through the fence at at bottom of garden from next door where our new shed is going. Dug out runners yesterday which were about 8ft long. Problem we have is the bamboo is in-between fences at bottom of our neighbours fence at the people behind them, so a bit of no-mans land
