Surely -20 °C is your maximum temp (ie warmest) for donning the 'big and fluffy', otherwise you'd be wearing it throughout the summer....
Oh, and have you now succumbed to those Quebec State laws that demand everything is written the French way, acute accents et al?
The temperature has to be at least -20 °C before I put on a winter jacket. Pedant!

Canada has provinces, not states.

What's with this 'succombed' nonsense? Québec's official language is French; always has been. Are you also of the opinion that the Welsh, Catalans, Basques, etc. should abandon their language and culture in favour of the majority's?

It's means tested, the poorest still get the allowance, yes there'll be a few that fall through the cracks but there's plenty of pensioners that are minted so f*** um.

Depends what you mean by "a few".
It's estimated that more than 700,000 are eligible for Pension Credit, which would also allow them to claim Winter Fuel Allowance, but are not claiming because the online form is too confusing.
You might not be so hard-hearted if your grandparents were in that group .

Calm down, my post was supposed to be lighthearted! Of course I don't expect them to switch to English just because the colonial power changed. My dig was at the province's laws banning English words being displayed on businesses eg you weren't allowed to display cafe for example without the acute; or have I got that wrong?

Ah, well without emoticons, I couldn't tell.

For the past 50 years, English has been allowed on business signs along with the French, but the name / words must be written smaller and under the French.

The current provincial government (Coalition Avenir Québec -- CAQ) and the Liberals before them have done a very fine job with creating budget surpluses for the past decade, but has to curry favour with both the federalists and the nationalists / separatists to stay in power, mostly by getting along with TROC (The Rest Of Canada), but stirring up the linguistic pot with tweaks to signage laws and immigration criteria. Politicians, pundits and journos are the only ones who care -- outside the Montréal and Gatineau regions, the province is 95% French; and within those two cities, the vast majority of inhabitants are fluently bilingual, trilingual or even polyglot (including the long-established and numerically significant Portuguese, Italian, Hispanic, Jewish and Greek communities). It's just white noise.

The Treason Show tackled the same subject matter in a similar vein tonight (and will do the same, I'm sure, in their remaining shows this festive period)

People need to be reminded: When in opposition, this government said that if the Winter Fuel Allowance was removed for all pensioners but those who receive pension credit, then c4,000 people would die.

And when they won the General Election, they did exactly that.

Did a job for this old fella I could tell his flat hasn’t been heated for ages it was freezing. He was telling me he was scared to put the electric fire on as it was so expensive to run. The greed of these companies make me vomit. I felt like fixing his meter so he had a good winter cost free.
