Sadly, at that age, he would cost them nothing. They can poach whoever they want (along with illicit payments to parents, etc).
This type of publicity for a player that age (playing up an age for England, etc) does us no favours.
Our academy already lost its biggest star to Chelsea last season - a 14/15yr old striker who was playing with England up a couple of age groups. His younger brother is still with us - for now at least.

A lot of it is the fact these kids are promised a professional contract until they're 18 at the very least, some even until 21 with a big club. Of course it's not allowed, but who is going to stop them? Plus having a pro contract with Chelsea until you're 21 definitely increases your chances of staying within pro football than at Brighton (at least for now) and you'll likely earn more than you would at the Albion.
Frustrating for the club but I'm not sure what else we can do. EPPP has not helped but is definitely better now we're a Cat 1 academy. For reference: The new rules mean that a Category 1 academy can go to any other training ground to watch a player (giving 48 hours' notice) and effectively buy the player for a fixed fee starting from £3,000.
Also a reason why a lot of teams closed down their academies.

Started for United in their EFL Trophy game last week.
Having our talent poached before they can develop is a real concern, clubs will save big fees by snapping them up early. We have to keep proving the pathway into the team for the youngsters.
