Reforms being discussed include:

  • Scrapping 45 minute halves and changing to 30 minutes of "in play" action
  • Passing to yourself at a free-kick, corner and goal-kick
  • A stadium clock which stops and starts along with the referee's watch
  • Allowing the goal-kick to be taken even if the ball is moving
  • A goal-kick being taken on the same side that the ball went out on
  • A "clearer and more consistent definition" of handball
  • A player who scores a goal or stops a goal with his hands gets a red card
  • A keeper who handles a backpass or throw-in from a team-mate concedes a penalty
  • The referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line
  • Referees can only blow for half-time or full-time when the ball goes out of play
  • Captain only allowed to speak to ref
  • A penalty kick is either scored or missed/saved and players cannot follow up to score to stop encroachment into the penalty area
  • Changing order of penalty kicks in a shoot out

I'd be supportive of 'Captain-only speaks'.

The rest are a waste of time.
Especially the headline suggestion: get rid of injury time winners entirely? Yeah, that'll make things much more exciting.
It would also significantly cut in-stadium advertising revenue.

Quite like the idea of a stadium clock linked to the ref's watch. And having to take a goal kick from the side the ball went out would stop a bloody lot of time wasting.

Good spot. For me (personal opinion only)

Scrapping 45 minute halves and changing to 30 minutes of "in play" action

Absolutely not. This could be completely abused by teams towards the end of the season when they need to know another result as well as getting one themselves. Would make it worse, not better

Passing to yourself at a free-kick, corner and goal-kick

I like a good dead ball personally but it would be nice as an alternative option to keep teams guessing.

A stadium clock which stops and starts along with the referee's watch

Great idea

Allowing the goal-kick to be taken even if the ball is moving

A goal-kick being taken on the same side that the ball went out on

Yes please to both. The second one should be law now IMO.

A "clearer and more consistent definition" of handball

Is needed but would depend on the new wording. "Clearing up" offside hasn't done so.

A player who scores a goal or stops a goal with his hands gets a red card

Second bit applies anyway. First bit, good idea.

A keeper who handles a backpass or throw-in from a team-mate concedes a penalty

Not for me. Current rule is open to interpretation, indirect free kick is correct.

The referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line

"On or close to" would cause arguments but fair enough idea

Referees can only blow for half-time or full-time when the ball goes out of play

Captain only allowed to speak to ref

Both lifted straight from rugby. NO.

A penalty kick is either scored or missed/saved and players cannot follow up to score to stop encroachment into the penalty area

Again no. It's using a sledgehammer to crack a nut or putting the cart before the horse or some other similar metaphor. just enforce encroachment laws better.

Changing order of penalty kicks in a shoot out

Not sure this is broke so hence not sure if needs fixing

Reforms being discussed include:

  • Scrapping 45 minute halves and changing to 30 minutes of "in play" action [Yes]
  • Passing to yourself at a free-kick, corner and goal-kick [No]
  • A stadium clock which stops and starts along with the referee's watch [Yes]
  • Allowing the goal-kick to be taken even if the ball is moving [No]
  • A goal-kick being taken on the same side that the ball went out on [Yes....back to what it used to be, and should be!]
  • A "clearer and more consistent definition" of handball [No]
  • A player who scores a goal [Yes] or stops a goal [No - penalty should be sufficient punishment] with his hands gets a red card
  • A keeper who handles a backpass or throw-in from a team-mate concedes a penalty [Yes]
  • The referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line [No]
  • Referees can only blow for half-time or full-time when the ball goes out of play [No]
  • Captain only allowed to speak to ref [No - but ref able to indicate that he will only speak to the captain if he's getting mobbed - and instant yellows to all who don't then withdraw]
  • A penalty kick is either scored or missed/saved and players cannot follow up to score to stop encroachment into the penalty area [Yes]
  • Changing order of penalty kicks in a shoot out [Yes]

Well, that's my personal contribution to the debate. Not that that will make a scrap of difference to the decision makers!

Reforms being discussed include:

  • Scrapping 45 minute halves and changing to 30 minutes of "in play" action
  • Passing to yourself at a free-kick, corner and goal-kick [BBARMY[/B]
  • A stadium clock which stops and starts along with the referee's watch
  • Allowing the goal-kick to be taken even if the ball is moving IS IT SO HARD TO STOP THE BALL BEFORE TAKING THE KICK?
  • A goal-kick being taken on the same side that the ball went out on PRETTY IRRELEVANT AND WILL MAKE NO DIFFERENCE
  • A "clearer and more consistent definition" of handball DIFFERENT REFS WILL STILL MAKE DIFFERENT INTERPRETATIONS
  • A player who scores a goal or stops a goal with his hands gets a red card ISN'T THE LATTER ALREADY A RULE
  • A keeper who handles a backpass or throw-in from a team-mate concedes a penalty PROBABLY IRRELEVANT AS HOW MANY KEEPERS ARE PENALISED FOR PICKING UP A BACKPASS ANYWAY!
  • The referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line ON ONE HAND THEY SEEM TO WANT TO MAKE THINGS MORE PRECISE (EG THE HANDBALL DEFINITION) AND THEN WITH THIS THERE WILL BE ARGUMENTS DEPENDING ON HOW FAR OUT THE HANDBALL ACTUALLY WAS. HOW CLOSE IS CLOSE?
  • Referees can only blow for half-time or full-time when the ball goes out of play NO PROBLEM WITH THIS, LIKE RUGBY. WOULD MAKE IT INTERESTING IF ONE TEAM HAS TO GET A GOAL AND THE OTHER HAS TO GET POSSESSION TO KICK IT OUT
  • Captain only allowed to speak to ref SEE BELOW
  • A penalty kick is either scored or missed/saved and players cannot follow up to score to stop encroachment into the penalty area SEE BELOW
  • Changing order of penalty kicks in a shoot out WORTH A TRY
    [/B]

David Elleray is a plonker of the highest order. It is in ref's hands to improve the game. Be stricter on time keeping and penalise time wasters even if it is in the first minute of the game. As for encroachment, there are three officials so they only have to apply the current rules effectively but they always fail to do so. If they get any abuse from players then book them rather then keep walking backwards as they tend to do. I don't see why players can't play 45 minutes of football in each half and refs stop the clock when there is a break in play (or better still, have a separate time keeper.

Several good ideas Ref watch stops when goal scored and also when substitute made until game restarts.

Brighton / Hove actually
Referees can only blow for half-time or full-time when the ball goes out of play. I've always liked this as they do in the rugby. If you are behind in the game the onus is on the opposition to kick the ball out of play to stop the game.

I'd ban substitutions in injury time to stop time wasting.

I'd rather have the same rules as Handball, the game does not stop for substitutions. It's up to the teams to ensure they only have the correct number of players on at a time, and lets face it, the forth official is pretty much a waste of space other than holding up a board a few times a match, he can monitor it.

theres some trivial nonsense and a few sensible points in there. my overriding thought about the rules is they need to be a) simpler and b) actually enforced as they are. hand ball rule is simple, some challenging decisions highlighted by TV replays aside, we need better and more consistent application. penalty encrochment is another rule that referees seem to simply ignore, and if we want to change the rule it should be that it results in a technical goal awarded.

  • Scrapping 45 minute halves and changing to 30 minutes of "in play" action No.
  • Passing to yourself at a free-kick, corner and goal-kick Seems to be more a hot button thing because of the controversy toward the end of the season where a couple of players double touched a set piece. Not sure I like the idea, of being allowed to pass to yourself, but a bit of common sense about accidental double touches should be introduced
  • A stadium clock which stops and starts along with the referee's watch yeah
  • Allowing the goal-kick to be taken even if the ball is moving Kinda makes sense, it's not frequent, but you sometimes see keepers roll the ball to the edge of the 6 yard box to take a quick goal kick and get the game moving, only to have it brought back when there is no real advantage in it. I mean, a goal kick is almost the furthest from the opposition goal you can take a set piece, the moving ball doesn't improve your chances of scoring directly, so why make a fuss about it.
  • A goal-kick being taken on the same side that the ball went out on Didn't that used to be the case? Would perhaps reduc some time wasting as goal keepers can no longer take the longest route to get ready to take a free kick, or pick a ball up and walk it to the other side of the box when someone else has placed it down
  • A "clearer and more consistent definition" of handball Someone mentioned the offside rule. The problem wasn't that the rule wasn't clear, it's that the rule was simplistic and felt unfair in some common situations. It's something similar with the handball. Currently it has to be deliberate. But that can lead to teams benefiting from accidental handball. I like the idea of tweaking the rule to factor in benefiting from accidental handballs, but I don't think it needs too much work.
  • A player who scores a goal or stops a goal with his hands gets a red card Always thought it was unfair that handling to score a goal was less severely punished than stopping a goal with your hand
  • A keeper who handles a backpass or throw-in from a team-mate concedes a penalty Would probably make referees less likely to punish backpassing, to be honest.
  • The referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line The laws say a goal can only be scored if the ball crosses the goal line. But then, we're already starting to ignore the laws of the game by having someone other than the referee decide if a challenge is careless, reckless, or uses excessive force.
  • Referees can only blow for half-time or full-time when the ball goes out of play eh
  • Captain only allowed to speak to ref Captain, and accused
  • A penalty kick is either scored or missed/saved and players cannot follow up to score to stop encroachment into the penalty area How would that work? The keeper saves it or it hits the post and bounces back into play who gets it? If you're not allowed to follow up it will reduce the number of goals scored from penalty kicks, making them less of a deterrent, leading to more cheating, and potentially more injuries.
  • Changing order of penalty kicks in a shoot out I thought this was already being tested?

Reforms being discussed include:

  • Scrapping 45 minute halves and changing to 30 minutes of "in play" action - it's not American football
  • Passing to yourself at a free-kick, corner and goal-kick - why?
  • A stadium clock which stops and starts along with the referee's watch - gimmick
  • Allowing the goal-kick to be taken even if the ball is moving - why
  • A goal-kick being taken on the same side that the ball went out on - what to slow play down more?
  • A "clearer and more consistent definition" of handball - the handball rule is quite clear, the application isn't!
  • A player who scores a goal or stops a goal with his hands gets a red card - fine if its deliberate, but a better definition would help. Also as a keeper don't throw the ball from your penalty area to score (unlikely I know), but it will get you sent off.
  • A keeper who handles a backpass or throw-in from a team-mate concedes a penalty - stupid, already dealt with in the rules.
  • The referee can award a goal if a player stops a goal being scored by handling on or close to the goal-line - joke!
  • Referees can only blow for half-time or full-time when the ball goes out of play - why?
  • Captain only allowed to speak to ref - may be the only sensible suggestion here, but again it's all about application.
  • A penalty kick is either scored or missed/saved and players cannot follow up to score to stop encroachment into the penalty area - ****ing stupid, the encroachment rules are there already, but not applied.
  • Changing order of penalty kicks in a shoot out - has some mileage, like the tie breaker in tennis.
