Who are the football league to say an owner of a company can't spend x amount of pounds making his company more successful. Just can't see how they can enforce it.

Perhaps they can't "legally" stop them doing it but they can decide who gets to play in their league. If you want to play in the football league you play by the football league rules, otherwise go play somewhere else.

I'm living in cloud cuckoo land? No, I think you'll find it's the chairmen of Bolton, Portsmouth and those others who have lived beyond their means for years.

You talk as if the authorities have simply dreamed up FFP without any legal consultation. I expect they have sought counsel and believe their case is watertight.
