I'm not really that keen on having a fan who'll just bang on about bottle tops on the board.

The fan would have to agree to stay until the end of the meeting!

Also any fans who wants to be on the board shouldn't be allowed on the board.

100% this - we could probably all make a list of Fan's Forum 'contributors' that would immediately put themselves up for the job. On the plus side, I suppose valuable Board time would finally get put to answering the eternal question regarding leaving someone up at corners.
