The coach park is in Lewes District Council area. Are they giving us the land (unlikely you would think), is the stadium company buying it, or perhaps some sort of lease?

By keeping the surplus onsite, and saving 22 000 lorry trips, which I would imagine would have been by 15 m/2 tipper, it means there are 333 000 m/2 to be moved

Can anybody drive a Moxy?

The coach park is, indeed, inside Lewes District. However ... it is OWNED by Brighton & Hove City Council and is being given to the football club as part of the total package that transfers all the city council land that is needed for the stadium. The bit of land that belongs to the University of Brighton (ie some, but not all, of the actual stadium site) is subject to a separate transaction.

Brighton and Hove City Council actually own quite a large amount of farmland that is inside Lewes District.

Not yet.

All comments made are reported to the Planning Committee before the meeting to consider the planning application. They are summarised in the planning officer's report that will be published five days or so before the meeting.

Well I just logged in and the target decision dates is now 09/02/09!!!!

There has to be a 13 week consultation period to enable neighbours, interested parties, NSC posters etc to register any comments, objections etc.
The council officer responsible then writes a formal report/review that will go to the Planning Committee members prior to them taking a decision at the meeting scheduled for 09/02/2009.
There's nothing amiss here, the original target decision date posted by the council was clearly in error. I wouldn't be surprised if the decision date drifts another month of two after the consultation period has elapsed.

Not exactly encouraging is it? At least the stadium excavation isn't scheduled to start until April so if they achieve this then it won't delay construction. But seeing as the decision date has moved nearly two months already who is to say it won't move again?

Oh PLEASE - the original date is an error by the council; the application HAS to undergo a 13 week consulation by law. That takes us until 19th January after which the council planning officer writes his/her report and, if this is completed in time, the application goes to the Planning Committee meeting scheduled for 9th February.

Just to clarify - the Council has 16 weeks within which to determine the application (it would be 13 weeks but because there is an Environmental Statement involved the Council get 16 weeks.) 16 weeks from when the application was lodged with the Council is 9 February 2009.

The consultation period is not 13 or 16 weeks but 3 weeks (although will in all probability be extended and the Council will continue to accept representations right up until the time application is determined.) In theory, once the formal consultation period expires the Council could determine the application if they think everything is ok but of course in reality that won't happen here.

The 16 weeks is a target. The Council can take longer if the Club agree to it. If the Club don't agree to it then the Club can appeal against the non-determination of the application - something they would be reluctant to do.

As to how long the process actually takes is anyones guess. If the Club and its advisors have addressed all the issues in pre-application discussions and in the application then that helps but it will also depend on what the various consultees say and whether they raise any valid issues which will require further investigation/delay.
