Ok there are a hell of a lot of them, mostly to do with the construction. And they're no doubt the hardest ones to fulfil. But when it is built these are the main points about the use of the stadium as I read it.
50 outdoor events a year, with no more than two music concerts. Noise levels are specified too.
All outdoor events to be over by 11pm. (1030pm on a Sunday).
No events allowed inside using motor vehicles (including static ones).
A couple of other clauses which basically limit light pollution (floodlights off by 11, all lighting in the car park designed not to throw light into the sky, no lasers).
Not too bad really in the circumstances.
Just hope the archaeologists who have to be allowed access to the site as it's excavated don't uncover a unique Saxon village or something. And that the bat inspectors who will be looking at every tree (seriously) don't find a new species.
