Just do what we do in Hockey, rolling subs.

Or, continue with current system but do NOT stop time for subs. Game carries on while subs happen, you'll soon see players running to get off rather than dawdling across, shaking hands with the ref etc.

Also, only time time is stopped is if there's a bad injury. Minor injuries should not stop play (unless, say, injury is in the box) and medical staff can treat player whilst play continues.

One of the main considerations (of hockey, not sure if rugby is the same, maybe) is to keep the game flowing. Free kicks can be taken quickly and and opposing player obstructing play (i.e. within 10 yards) should be penalised/carded. Will put a stop to all this standing in front of the ball waiting for the rest of the team to get into position etc. Also may reduce the number of times players run to the ref complaining as play may well continue etc.
