If Man Utd / Man City qualify for the champions league places within the league, do the FA Cup finalists get the European place up for grabs?

Asking for a friend.
FA Cup winners qualify for the Europa League, the runners up get nothing except the competition money

With the exception of City and United not being drawn together, it was the perfect draw for us.

And at least one guaranteed Championship side in the Semi-Finals.

1983's Semi-Finalists...Arsenal (Tier 1), Manchester United (Tier 1), Brighton (Tier 1), Sheffield Wednesday (Tier 2).

So it's...
1. Beat Grimsby
2. Get drawn against another Tier 2 side in Sheffield United or Blackburn, then win
3. 40 years on, we play a Manchester side in the Final?

The last time I went to a Brighton v Grimsby game must have been 88ish at the Goldstone, I was one of about a 4000 attendance watching Gary Chivers make his home debut.

Europa League, I think.
If the FA Cup winners qualify for the Champions League then the Europa League place goes to the next highest league position to not qualify. This would normally be 6th place.

The FA cup runners up haven’t been given the European spot for quite a few seasons now.
