I think that graph's a bit misleading. IIRC A Levels were marked in a different way in the 60s and 70s. Then a proportion of students were awarded an A, a proportion a B and so on.
So, if the proportion getting an A was 10%, the passmark would shift - in an exam that was very difficult, you might get an A on 65%, while an exam that was easier and where everyone did well, 65% could get you a C. I certainly remember being warned that you could get more 50% and still fail when I did mine (in 1975).

My sister got 4 A’s back in 1996, she was all over the local newspaper being one of only two kids to do so at her sixth form college which was one of the better in the country.
Her achievement has been devalued by the easier A levels, bit of a shame really.
