I'm guessing here, but I'd imagine that it might have something to do with UK, Germany, Spain and France are the biggest net contributors to Eurovision, and, as chief financiers, get a shout as to them being participants, irrespective of how shite our 'songs' might be.

Serbia, of course, are the hosts.
