It resets (as in the switch stays up and teh indicator changes from black to orange) but no power to the sockets on the spur.

Without sounding condescending.
Is it a dual board?
What I mean is there is an rcd protecting one half of the board and another protecting the other half.
If this is the case, both rcds are up?

Out of interest does the problem mcb have 32A written on it?

You're assuming the circuit is a ring circuit but it could be a radial power circuit which would then have a 25a mcb
Only way for him to tell us is to take the cover off the board and let us know if there's 2 live cables going into that breaker

No mcb on a single phase domestic board would be rated 63A
You should take a pic and post it so I can see what you got

Only way for him to tell us is to take the cover off the board and let us know if there's 2 live cables going into that breaker

You cant get a 25A mcb :)

With the amount of modern kitchen appliances being used now it is always better to give the kitchen it's own dedicated ring main.
Used to do this many times whilst installing them back in blighty.
Having to do it a lot here, as well as getting the old fashioned 6mm feed in tails upgraded to10mm ones.

Don't piss about with electrics. Get a professional in.
We use David Cook Elecrical Services for most stuff at my work place. Local to Brighton and turns up when he say he will but whatever the solution is, get a professional.
