Why did he bother appointing people to carry out a review of the primary curriculum and then ignore their two most important conclusions.

Learning thriough play should carry on for longer

Sats narrow the curriculum, favour middle class children and should be abolished

Maybe add that anyone in education could tell him this instead of spending loads of wonga on a major review!

You're actually both right technically. As Minister for planning at the time it would have been agreed by Yvette Cooper. Blears as Secretary of State would have signed it off for the department.
