Actually, you've got me wondering whether they either changed the rules or my local test centre didn't know what it was doing. Probably the latter. I applied just after graduated licensing came in and they hadn't got a clue. I got a call three days before my test to say they had found out it was meant to be twice as long a test as they first thought and could I come in and take it in twenty minutes from then. I passed, of course, but it was all a bit of a farce.
