Take the pictures of the two of them and now imagine he had gone after her with a baseball bat. I am still not sure why it is seen as so trivial to assault someone with several tons of turbo charged metal.

The argument that it was unintentional ends the minute you drive off without checking to see if the victim is okay. I would really like to see to see long bans 5-10 years for this type of offence, not because I am anti-car, just because I am against letting idiots back on the road.

Well technically everyone who pays tax will contribute towards road building I believe. So we probably all do.

Either way it doesn't matter. Payment does not give you any rights (other than the right to not be charged with non-payment!) that you didn't have anyway.

It's vehicle excise duty - you pay dependent upon the age of the vehicle and how much carbon it emits. Unless I've had a particularly heavy night on the sauce before, I don't tend to emit too much CO2 while I'm on my bike...

How do you know he didn't have insurance? Where does it say that in the article? There is no requirement to have insurance (unlike cars) but it is available, and members of British Cycling have third-party liability insurance as a standard part of the membership.
