There's an important point in this article that says "George Osborne, the former chancellor, handed the BBC responsibility for the concession from 2020. It decided to restrict free licences to 1.5 million people on pension credit, at a cost of £250 million, rather than slash its programme output by £745 million in 2021-22". What that actually means is the Tories scrapped free TV licences for the over 75's as part of austerity. Botham attacks the BBC because he is a Tory stooge, he got a peerage so he would toe the party line as a 'man of the people'. At the end of the day this was the whole point of the free license for over 75's. This is a direct cost of austerity
