Immediately I feel suspicious as to where this attitude comes from. Could it be that Mr Winter is an arsonist who set the fire, but has a desire to deflect guilt by blaming the deceased, for being an unfortunate aside to his plan??

I reckon those words alone, are tangible reason to look into his motives and movements.
