"PSV does not want to mention exact amounts, but technical manager Marcel Brands confirms that the clubs themselves are out. Last winter, Zenit St. Petersburg reported to Pröpper and then had fifteen million euros for him. "In that direction, you need to look for something in price," said Brands, who had to smile about the four million euros that English media called. The Dutch international extension last year is contract until the summer of 2020.
Pröpper went to the British coastal town on Sunday to reach a personal agreement. It is expected that the transfer will be completed once Pröpper has been officially approved.
Emergency
The sale of Pröpper seems to be a bit of necessity for PSV. Due to the failure of the main league of the Europa League, the Eindhoven club will have a gap in the budget of around 5 to 6 million euros. Therefore, a player must be taken away by August 31st.

Unnecessary pedantry alert: that's not from the ED (Eindhovens Dagblad). The ED is my local paper, a slightly more intelligent version of the Argus. The AD (Algemeen Dagblad) is a Dutch national rag.

There were 2 Europa League games. One on the 27th July where he played as a sub for 11 mins. He started on August 3rd in the 2nd leg where he played for 76 mins.
He missed PSV friendly yesterday as he was , according to some reports, watching Athletico Madrid.
