Trains are running once an hour to and from Victoria from Brighton, but the District Line terminates seven stops before Dagenham East at Plaistow. I've had a quick look at bus routes and that doesn't seem to be much of an option.

I live fairly near Dagenham, I suggest if there is no tubes, get the overland train to either Chadwell Heath or Dagenham Dock, both are roughly a 20-30 minute walk away
