It's starting to become more common for tighter restrictions and in some places outright banning the vermin from being owned in some newer estates.

It's also rats, mice, dogs, donkeys, feral pigs, rabbits, introduced flora etc etc. which have decimated wildlife in this country. Cats and their owners are an easy target for bullies and psychos though. Just to round off the conversation, if I personally ever witnessed or heard of any cruelty to a cat I would introduce my elbow to the teeth of the miscreant and deal with the consequences later.

Under the Catchment and Land Protection Act 1994 the Government encourages people to shoot feral cats.
