I don't have a 'private' browser, whatever that is. I tried to vote 3 times and it stayed at 299 votes. I just posted about my experience, which was true.

On your Internet Explored page select "Safety" (Top right) and you will see an option "InPrivate Browsing"

BUT it only got me a 2nd vote - looks like you can actually do one vote per day....(1 using InPrivate & 1 using normal IE page so actually 2)
