These proposals may affect you whether you own a vehicle or not, so please take the time to read this information and visit the exhibition if you are able to (the dates and venue are listed overleaf.) Households in Coldean and Moulsecoomb are being sent a questionnaire in the post and this should be completed and returned using the FREEPOST envelope supplied before Friday 26 October 2012 or completed on-line.

Why are changes being proposed?

As a local resident or business owner or manager in the Coldean or Moulsecoomb areas, you may be aware that Brighton & Hove Albion Football Club has recently been granted planning permission for approximately 8,500 additional seats in the Amex Community Stadium, which will be installed during the next two years.

As part of the planning permission, Brighton & Hove Albion FC has agreed to pay for consultation about schemes for controlled parking. This would give priority to residents and their visitors, only on days when outdoor events, including football matches, take place at the stadium. Parking controls can address problems that residents have experienced due to high numbers of people parking in the area when football matches have been played.

This link to the leaflet provides you with information about the proposed Residents Parking Schemes, including plans showing where the different types of parking would be located. More detailed plans will be available for inspection at the public exhibition.

How will the scheme work?

Resident permits and one visitor permit (per household) would be provided free of charge and will allow parking on every day there is a football match or other outdoor event. Other charges are set out below.

There will be separate schemes covering the whole of the Coldean & Moulsecoomb residential areas and there will be a limited amount of signing and lining and no ‘Pay & Display’ machines.

Permit holders in the Coldean scheme will not be able to use their permits in the Moulsecoomb scheme and permit holders in the Moulsecoomb scheme will not be able to use their permits in the Coldean scheme.

The new parking controls will aim to ease parking problems for residents when there are matches and outdoor events at the Amex Stadium only.

Timetable
This consultation will take place between Monday 17 September and Friday 26 October 2012.

If it shows that there is overall support for the residents parking schemes, they could be in place by spring 2013, in time for summer events and before the 2013/14 football season starts in August 2013.

The proposed Residents Parking Schemes

The council is already aware of the problems that some residents have experienced, and it believes that the proposed schemes will benefit the local community. There will be advantages and disadvantages on days when the schemes are operating:

Advantages

· Permit holders will find it easier to park closer to their property (or the place they are visiting within the scheme area)

· Enforcement will be easier with a parking scheme in place

· Better enforcement of time-limited parking bays close to shops and businesses will free up spaces, allowing more customers to gain access

· Yellow line restrictions will be introduced on some lengths of roads; for example, where there is obstruction to buses and access for passengers is affected. This will make public transport easier to use

· The initial scheme will be reviewed after 12 months to ensure it is effective

Disadvantages

· Access to local shops and businesses may become more difficult for people without permits

· Arrangements for some community events may become more difficult because it will be necessary to purchase additional visitor permits

· The new scheme might mean more cars parking in areas just outside the zone

Frequently asked questions


What hours would the scheme operate?

The schemes will operate all day on all match and outdoor events at the Amex stadium. Parking bays for blue badge holders, bus stops and yellow line restrictions will be enforced at any time of day, all year round.

It is not intended to mark out parking bays on streets, except those for disabled bays and some time-limited waiting bays outside shopping parades. There will be signs on the entry points to the parking scheme and additional signs on lamp columns. The entry signs will give at least seven days notice of future events. Advance information on football fixtures (and outdoor events at the Amex Stadium) can be obtained from the Brighton & Hove Albion FC website or other local publicity.

Who would qualify for permits?

Households within the scheme will qualify for one permit for every vehicle that is registered with the DVLC to that address.

How much will parking cost me?

Proposed Permit Charges

Residents Permits Free

Replacement charge £10 if damaged or lost

Visitor Permits

The 1st permit will be issued free, this can be used for a whole year on all match or outdoor event days at the Amex stadium (You can buy extra scratch card style permits at £2.50 each up to a maximum of 25 each year. Each scratch card style permit can only be used once and will allow a visitor to park for a whole day where there is a match or outdoor event at the Amex stadium)

Business Permits Free

Replacement charge £10

Carers Free


Professional Carers qualify for the "Professional Carer Badge" which is normally issued via health organisations.

A permit can be issued to non professional carers provided that the application for this badge is endorsed by their GP to say that the individual is in need of care.


‘Pay & Display’ There will be no ‘Pay & Display’ available


Where can residents visitors park?

Residents will be issued with one free visitor permit, which would allow their visitors to park anywhere that a resident permit holder is allowed to park. They can purchase an additional 25 visitor permits each year.

Where can ‘blue badge’ holders (registered disabled people) park?

Existing, dedicated parking spaces for ‘blue badge’ holders in the area will not be altered. Blue badge holders can park on yellow lines for up to three hours where they are not causing an obstruction.

Where can motorcycles park?

Motorcycles can park for free on any part of the road not marked out with specific bays or yellow lines.

Would the council make a profit from operating the scheme?

No. Brighton & Hove Albion FC are paying for the setting up and running of the scheme. The charges and any fines will help to cover the cost of enforcement, management, administration and maintenance of the scheme

Quite self explanatory but I can't help but think residents will feal this is a lot of faff for 25 ish matches (depending on cups, internationals etc) + 2 music concerts a year, and it wont be implemented.

Seems the consultation showed a lot of opposition but the rumour is the Greens are determined to have their way.

When is this meeting? And I think I said this to Jason Kitcat and his response was 'we believe in democracy.' I don't think so.

It's a meeting for invited "stakeholders", not a public meeting. As for "the Greens having their way", it's a scheme funded by the Tory/Lib Dem government, in response to a bid made by the former Tory council.

Exactly. As someone who left the Sussex area and moved to London people could say its nothing to do with me.

But I do look on in amazement at the things councils do to make peoples life difficult. People want to park in Coldean, so ? Do many residents care ? Well I can only say that when I parked there, local were actually helpful in suggesting a goo parking space.

People park around The Emirates or The New Den, so why do Brighton Council have to be different.

The Green Party would do themselves a favour if they realised that the car is the most popular form of transport and green issues are better focussed on cleaner cars not banning things that people want.

That is my two penneth anyway

I wasn't planning on going. I was just intrigued as to when this was happening. Just because it was a bid made by the Tories doesn't necessarily mean that is what they would have done with the money.

I am going along as one of the Bevendean Local Action Team.

As for the parking issue, I reckon the all inclusive P&R will help to resolve the issue, especially on wet days, when it will be better to do P&R than a 15 min walk.

Will this include the top of coldean?...in my experience its only the bottom that gets congested....i park (quite late) around the middle and there are loads of spaces...residents have been known to use there cars on match days..(less so evening games)

Reviewed the questionnaire this weekend and considered that any meaningful response would be a waste of time.

There were 6 questions about parking, 1 section for comments and 4590 questions on my ethnicity, gender, sexual preferences and disability.

Promptly wiped my arse on it and sent it back...................actions speak louder than words.

The funding is aimed at creating growth and reducing carbon emissions and will enable the council to tackle some of the difficulties experienced by those using this route in and out of the city.

In other words, they had to bid for it with an appropriate scheme, and get approval from central goverment for it. They're not just given the money to do any old thing with it. If they do spend it on something else, central Government will want its money back.

And FG - the only speed reduction on the cards is to 30mph south of the Southern Water flyover (from 40mph).

TLO - everything you have said explains the problem with the public sector. The council has no money other that what I and others give them by taxation, whether central taxation or local taxation. It is not their money to spend or give back, it is my money. Its just a bloody shame that public servants seem to forget this simple fact. They dont have to spend money because they have it, just dont spend it and hand it back, it is after all, my bloody cash they are spending
