I don't think the amount someone is paid is particularly of use to anyone but where the pay is sent and what currency it is in, is very relevant.To be fair, a large proportion of companies outsource their payroll to keep employees salary info confidential
I remember back in the days of Mainframes and impact printers having to explain to one of the big five banks that having encrypted data files being printed onto confidential payslip stationary wasn't secure if their operations team knew how to use carbon paper. Most places back then, if you wanted to know anyone's salary, just ask the overnight operations teams

I don’t think you can pin this on Tory xenophobia or ‘rogue hackers’ - there is plenty of evidence that Chinese backed spy agencies and Chinese contracted security firms (and those of Russia) have carried out cyberattacks on the West - in fact it is a major security risk now and they are increasing in sophistication and frequency.
