How many need to sign before the council might take notice?
No, I think he lived in Dyke Road. I think his house (or rather what was his house) has some sort of Albion insignia on it. I could be wrong of course and I could be confusing him with someone else. If Tim Carder or one of the other historians sees this they can hopefully confirm or deny.
Thanks. So I was on the right lines, just got the road wrong. It was unveiled in November 2003 at 15 Frith Road. The plaque was funded by The Collectors & Historians Society.

There is a commemorative plaque on 238 Dyke Road, on the corner of Wincombe Road. It's a replica of the Community Shield in recognition of director Noah Clrak

Signed. What's the council's reasoning for not giving permission?
