His goalscoring record for an advanced midfielder isn't great - apart from the two fluke goals he got against us via Stockdale's back he's got 4 in 29 for Norwich. And, as has been said up above, if he turned us down before why should we go chasing him again ? Apparently Wagner is interested in him for Huddersfield too if he's not too expensive - presumably Norwich would want roughly the £8M that they reportedly paid for him back.
