Why wouldn’t you put your unused ticket on the ticket exchange?

Because for many of the games (often evening games against unpopular sides) the ticket exchange isn't even opened by the club, due to the club having random unsold match tickets that they are still trying to sell.

Strictly speaking, this is against the law. But yes, literally thousands of people do this on a regular basis over the course of the season. The club turn a blind eye as long as people don’t get ejected or sell their tickets on the open market.

Indeed. If you're caught doing it, you'll get a ban. It's a criminal offence to even give away a football ticket without the club's consent.

Going back to the Spurs system, I wonder if Albion would be worried that sales would tumble if easy, legitimate sharing was allowed? They might want to see how sales go - and what happens to the size of the waiting list. (All those on the waiting list who didn't take up an option will get a final chance to buy over the next few months)

Both Spurs and Arsenal have two things in common that the Albion don't.

They have stadiums beyond their means and a desperate need to get ANY bums on seats.

All the time empty seats at The AMEX can be counted on the fingers of one hand, there's absolutely no reason to extend S/T 'ownership'.

You must have a lot of fingers on your hand!
There are many reasons why seats are empty, shift patterns. away on holiday, people who are ill, or unable to travel.

This. Being able to do it ‘officially’ is a great idea......not sure 20 would be necessary, even 5 would probably cover the vast majority.
