Possibly because teenagers who don't, seeing as close to 100% do, are social outcasts who are unlikely to be exposed to alcohol, cigarettes or drugs?

I think your comment is quite naive. I know a lot of people who are very active socially but make the conscious decision not to smoke, take drugs or drink excessively. I assure you the national figure would be high but not that close to 100%.

It's incredible that such a minor incident is deemed worthy to make the pages of a national newspaper (I use the term 'newspaper' very loosely...)
