yes and your car tax pays for the road , not for cycle lanes which are under used , and the old myth that 90% of cyclists are also drivers! how many 10yr olds drive?

That is not a realistic figure, as the vast majority in Brighton are school children and college/university students.
I would put the figure down as 40-50%.

But how many 10 year olds use cycle paths unaccompanied. Not that many I'd imagine. And if you're using that odd logic, I'd imagine the amount of 10 year old cyclists using cycle paths without having paid any road tax just about pales in comparison to the amount of 10 year olds who are driven around on the roads which they haven't paid for either!

Dunno...who cares? If they get almost everyone off Council Parking tickets and give up their free time to advise individuals all the way through the appeals process surely it's what they do that's more important?

And interesting that the poster on here who is a traffic warden (CEO) didn't contradict anything I said about Councils' mismanagement/misinformation and down right cock-ups regarding something as basic as issuing and enforcing lawful PCNs. They could do it right if they really tried and they could actually cancel plenty of them at a much earlier stage than they do. It's not difficult for Councils to play fair if they wanted to, but they just follow the money. The wording of Parking Notices is clearly defined in statute, the various restrictions are clearly defined in (some) Traffic Orders, and the deadlines and procedures for dealing with appeals are clear - but can Councils actually be bothered to get it right? Nope. That's why forums like pepipoo are so popular and so successful.

Long overdue a vast and modern park and ride scheme.
But the buses are making good money, the council are making good money, vast swathes of taxis seem able to operate and the train firms are making good money.
No incentive to alleviate congestion and make Brighton a more pleasant city to live in.

I would suggest that if you were away on holiday and legitimately received the first ticket it was inevitable that they would add more so I would refuse to pay the 2nd and ask for it to be referred to an independent tribunal. The council will back down and cancel the ticket as they do not like to go to tribunals.

Ensure the company are a registered county court or private bailiff. It seems unlikely a bailiff would wait several years to collect a debt.
If nothing has been paid for over 6 years regarding the debt then yes quote the 1980 Limitations Act.
The company will tell you then can still pursue you, but that is all they can do. A CCJ will expire after six years.
Really not sure what your problem is. If we the driving public are expected to stick to the letter of the rules then it seems reasonable that councils should do so as well. Unfortunately many many ticketing schemes run by councils are flawed because they don't run according to the law. Pepipoo make sure that people who get tickets that do not conform the the law get them cancelled. I'm not sure what there is to object to. If the councils got it right then there would be no way people could get off parking tickets.
Council Tax pays for roads. Everyone pays this. 'Car tax' is just that - a tax to allow you to keep a motor vehicle on the road.

Actually they can and will crush your car if you forget to renew the tax, even if it's just a week. It happened to me a few years back. As I am unable to park anywhere near my flat I wasn't using or seeing my car every day so I didn't notice the tax disc ran out. The DVLA managed to conveniently "forget" where I lived (despite the fact that my address is printed on my DVLA issued driving licence) so made no effort to contact me. One day I went to fetch my car only to find it wasn't there. Naturally I was concerned and called the police. They took the registration and then told me the car had been crushed as the tax had fallen due EIGHT days previous.
Now this was not some old uncared for banger. It was in fact a thoroughly decent little car with low mileage and plenty of years worth of happy driving left in it. There was absolutely no need to crush it whatsoever. I accept it was my fault I didn't keep track of when the tax fell due BUT I don't accept that the only way to take action against me was to mercilessly destroy the most expensive thing I have ever paid for in my life, along with everything inside it (expensive stereo system etc.)
Sadly there was simply no arguing with these people.
Oddly enough I recently got a notice from the court saying that bailiffs were on their way round to repossess goods to the value of some hitherto unknown debt I had never heard of. When I spoke to them they told me the DVLA were pursuing me for failure to tax a motor vehicle, three years ago. I went absolutely livid. They had failed to notify me at the time that they were going to punish me and then three years on they finally manage to track me down (even though I've lived in the same place the entire time and my driving licence is still up to date) to threaten me with further punishment. Apparently I'd accumulated some £600 in fines and fees but there was no way in hell I was accepting this so I took it to the court and fought back in person. Had to take a day off work so I could go and see the magistrates and explain the whole story to them. To my astonishment they told me in the court that the DVLA do this all the time and they were completely used to seeing people in my situation, sympathised and erased the debt as unenforceable. Isn't towing away and destroying a valuable possession punishment enough after all?
Anyway, the story has an almost happy ending as just this week I had a cheque from HM Courts and Tribunals Service, paying compensation from the DVLA for my ordeal.
The moral then? Pay your taxes, on time, off your own back. Don't expect anyone else to remind you
