Two options:

2) He's trying to offset any suggestions of him being a homer by being an utter discredit to his profession.

I'd assume he probably wouldn't be able to referee a Crawley Town game, but as Brighton & Hove isn't in West Sussex I'd assume that technically it's not a problem.
